| County Durham Compact The County Durham Compact was launched during Local Democracy Week in October 2001. With active participation of members of the then Compact Implementation Group the local Codes of practice on funding and the Code of practice on community groups were developed and published in the revised edition of the Compact in 2004. The Code of practice on volunteering was developed in 2006 although not fully incorporated into the Compact document. | |
| Local Area Agreement Local Area Agreements (LAAs) are three-year agreements between central government and a local area that set out priorities for the area. They offer increased local choice about expenditure and reduced bureaucracy. Aimed at improving co-ordination and partnership working, the agreements pull together local authorities, local strategic partnerships and other key partners - including organisations from the voluntary & community sector. | |

| PROCUREMENT: What it means to voluntary and community groups Procurement is an obscure word for something which is essentially very simple: the purchase of goods and services by local government and other public bodies. Why does it matter to voluntary and community groups? Because the government is increasingly keen to buy services from the voluntary sector, and in a climate where grant funding for your organisation is getting scarcer you might need to look at earning income by delivering public services under contract to their local authority or NHS agency. | |
